Daphne Brix

Daphne has been with Crystal Lake Community Management since 2011, and she a strong passion for customer service. Daphne has a unique background in customer service and management, and she has worked as an escrow officer and community manager. Daphne’s ability to find solutions is a strength to the team and communities she manages.  Outside of work Daphne enjoys canoeing, hiking, and spending time with friends.

Susan Quartucy

Susan has been with Crystal Lake since 2006, and she has been in the community management field for over 25 years. Her depth of knowledge and experience is an asset to the company and the communities we serve.  Outside of work Susan enjoys her grandchildren, traveling, and spending time with friends.

Tabitha Rehfeldt ​

Tabitha has spent most of her career in the customer service field, and has worked within the construction industry for the past five years. Tabitha joined the Crystal Lake team in 2017, and her construction knowledge has helped her with organizing and planning projects for communities. Tabitha loves to assist homeowners and tackle questions or concerns within the neighborhoods, and her customer service background has given her the all the tools needed to be a great resource to our homeowners. Outside of work, Tabitha enjoys exploring Bend with her husband and friends and playing with their two dogs.

Shannon Lancour

Shannon brings years of customer service and management to the position of Community Manager to our Portland office. Shannon enjoys working with boards and homeowners to ensure that the communities we manage are well maintained, and the standards of the association are met.  Outside of work, Shannon is all about family and loves to travel.

Ruth Germer, CMCA

Ruth joins the Crystal Lake team with several years of community management experience and her CMCA certification. Ruth enjoys the fast pace and diversity of the HOA management field. She is very excited to be a Member of Crystal Lake and hopes to expand her professional experience. Outside of work Ruth enjoys spending time outdoors with her two sons and exploring all Central Oregon has to offer. 

Kathy Oberst, CMCA, AMS

Kathy has 20 years of banking experience and 12 years of association management experience and is CMCA and AMS certified.  Kathy enjoys working to finding innovative solutions to some of the challenge’s communities encounter.  Her financial background and association management experience are beneficial to the communities she manages. Outside of work, Kathy enjoys any opportunity to spend with her son and daughter; she also loves the performing arts.

Jackson Skinner

Jackson joined the Portland office in 2020 and brings a wealth of experience in policy analysis, and government programming and funding. Jackson’s unique experiences allows him to help his communities better understand their CC&Rs, while also understanding the ins and outs of local and state-wide policy that influences community decisions. Through this unique background, Jackson can help communities better plan their budgets, resolutions, Board management, and help tackle the uncertainties of day to day HOA management. Outside of the office Jackson is an avid hiker, baker, and loves spending time with family.


Courtney Chase

Courtney joined Crystal Lake Team in February 2019 and has 15 years in Customer Service and Accounts Payable & Accounts Receivable experience. She was born and raised on the Big Island of Hawaii and moved to Bend in 2018. Courtney loves what Bend has to offer. Outside of work Courtney enjoys hiking, traveling and hanging out with family.


Stephanie Kooch

Stephanie joined the Crystal Lake Team in May 2020 and brings over 20 years of experience in the Customer Service and Accounting field.  Most of her career has been spent in the Insurance Industry, and has learned many trades.  She is a Central Oregon native and enjoys all Central Oregon has to offer.  When she’s not working she loves spending time with family and friends, camping, traveling and being crafty.

Levi Davidson

Levi joined us in July of 2019 as our Compliance Specialist. He has an extensive background in customer service and sales. Levi is a team player and brings a constant level head with him every day to the workplace. When he is not in the office, Levi enjoys coaching his two soccer teams for the local Bend FC Timbers, going to the mountain in the winter, and exploring all of Oregon’s beautiful natural landscapes in the summer.

Zac Green

Zac joins the Crystal Lake Team with 8+ years of Customer Service experience in a variety of industries including urban planning, auto specialties, and competitive swimming. As the Community Administrative Coordinator, he is a team player with a strong work ethic, positive personality and big smile. Zac is proud to be a native Bendite! In his spare time, he enjoys landscaping his property in Sunriver, raising his two dogs, and spending time with his friends and family.

Diane Stewart

Diane retired from a strong career with Albertsons in 2019 and has been working at Crystal Lake as a compliance specialist since May 2020. Although it is a complete change from what she did before, this job offers different exciting and challenging endeavors. Her background is mainly in retail and customer service, having many different responsibilities including product shipping and services. In Diane’s off time she enjoys traveling, wine tasting and visiting with friend.
